Finance Minister Nirmala Sitharaman defended the government’s handling of IDBI Bank‘s restructuring, stating that all due processes were followed. She highlighted the bank’s revival through recapitalization and professionalism, addressing concerns raised by Rahul Gandhi in a letter to bank employees. Sitharaman also pointed out that the bank was inherited in poor condition due to bad loans extended to large business groups with ties to Congress leaders, such as Videocon, Winsome, ABG Shipyard, and Kingfisher.

Government and LIC to Benefit from Residual Stake

The Cabinet Committee on Economic Affairs (CCEA) approved the sale of a 60.72% stake in IDBI Bank to Fairfax Financial Holdings Ltd. for ₹81 per share on October 14. The government and Life Insurance Corporation (LIC) will retain 15% and 19% stakes, respectively, after the deal. This residual shareholding is expected to provide further benefits as the bank’s value increases post-restructuring. The government had previously promised Parliament in 2003 that it would always hold at least 51% of IDBI Bank, a commitment Gandhi emphasized in his letter.

The transaction is anticipated to conclude by the end of the fiscal year, with neither the government nor LIC retaining board representation or contingent liability in IDBI Bank post-sale.

Valuation and Future Prospects

Questions have been raised about the bank’s valuation, particularly regarding its land assets. The Finance Ministry clarified that the valuation was conducted by two independent advisers using distinct methodologies. Since comparable transactions were unavailable, the valuation was based on listed public sector banks. The ministry further emphasized that LIC will need to reduce its stake by 4% within two years to maintain ownership of LIC Housing Finance.

Sitharaman countered Gandhi’s claims, stating that the Modi government revived IDBI Bank through recapitalization of over ₹25,000 crore and prudent management. She reiterated that the bank is now positioned for its next growth phase, with all due processes followed in its strategic restructuring. Gandhi, in his letter, had asserted that public sector banks are tools to build the nation and not assets to be sold off, while Sitharaman emphasized the bank’s turnaround through professionalism and financial prudence.
